Chief Legislative Counsel


Masters Degree Required


Salary: $190-$220k


 


 


This role is responsible for the overall legal strategy and execution for the organization.  The Chief Legislative Counsel will work with internal and external stakeholders to support the organization’s vision.  This role will also work with private, public, and governmental sectors for the better good of the mission and values of the organization.  This professional will provide thought leadership on best practices to build a best in class entity as a strong leader within its discipline.  This role has a close partnership as an advisor to the top leader, as well as the board regarding policy recommendations, risk assessments, confidential matters, and ability to build cases that support appropriate procedures and course of action on complex matters.  The role seeks a pro-active and self-motivated individual with strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.  This role fosters relationships with local, sate ,and federal government, and other legislative entities to build strong win-win partnerships, especially with the Texas legislature during the legislative sessions to formulate, track, and support legislation. 




Essential Duties and Requirements


 


Establishes legal strategies, policies, and plans which align with governmental laws, regulations, and standards.  Leads analysis of proposed legislative actions, determines the potential impact on the organization and develops appropriate responses.


 


Ability to build a positive, customer service centric environment during all engagements with a diverse audience and alliances.


 


Track record of influencing stakeholders, and understanding of opportunities and risks of working collaboratively with others, especially in a government type of entity or equivalent. 


 


Demonstrated ability to draft legislation and public policies to be submitted on behalf of the organization. 


 


Ability to work under pressure, handling multiple projects/priorities and meeting deadlines with tight schedules. 


 


Monitors political environment and provides timely feedback to top leader, and other relevant internal staff regarding major or unusual developments in governmental affairs.


 


Experience in developing and implementing effective governmental affairs strategies. 


 


Sound analytical and fact-finding skills, and ability to identify and understand key issues. 


 


Ability to develop and recommend short and long range governmental relations goals; directs all aspects of civic participation, government relations, media and marketing relations. 


 


Demonstrated direct and successful experience in working with local, state and/or federal policy makers.  Knowledge of and ability to interpret and apply related federal, state, local laws. 


 


Experience serving in executive committees and councils in the areas of governmental relations. 


 


Demonstrated knowledge and ability to monitor legislative and regulatory activities.  Ability to maintain confidentiality of records and other information.


 


Excellent verbal and written communications ability.


 


Ability to synthesize documents and conclude recommendations in a clear, and persuasive manner to reach an array of constituents.


 


Demonstrated experience and ability to deliver professional presentations.
